a. These Standards shall govern all construction and upgrading of all public water distribution facilities in the City of Silverton and applicable work within its service areas.

b. Permanent water distribution facilities shall be provided to all properties within the City in accordance with these Standards. This shall generally be interpreted to mean that permanent water distribution facilities shall be provided for existing legal lots of record at the time development occurs, and for new legal lots of record created by a major or minor partitioning or subdivision of land at the time of partitioning or subdivision.
