a. These Standards provide consistent policy by r which physical aspects of public utility design will be implemented. Most of the elements are Public Works oriented and most relate to the development or platting process but it should also be understood that they apply to both public and private work designated herein.

b. These Standards cannot provide for all situations. They are intended to assist but not to substitute for competent work by design professionals. The Standards are not meant to unreasonably limit innovative or creative effort(s) which could result in better quality, cost savings or both. Any proposed departure from the Standards will be judged on the likelihood that such variance will produce a compensating or comparable result, in every way adequate for the user and City.

c. The objective is to develop Standards which:

1) are consistent with current City ordinance and rule;

2) provide design guidance for the private sector concerning the design of public improvements in Silverton;

3) provide for the design of public utility improvements able thereafter to be maintained economically; and

4) Develop franchise and/or private utility standards for systems impacting or potentially impacting public rights of way and/or public utility systems.
